LAN server mods showing then disappearing.

okay, so this is weird. Im setting up a lan server for me and my family to play on together and for some stupid reason CF and VPPadmintools worked i was able to load in and use VPP then when I log off and shut the server down and come back after a couple hours it no longer shows the mods when I try to join the server. I can join it no problem but the mods aren't reading. why or what would cause it to work and then not work? my -mod looks like "-mod=@CF;@VPPAdminTools;" the most confusing part...
