How does player rendering work when my object visibility is set to lowest and mountains disappear?

Could I see players on those far-off mountains with higher object visbility? Im trying to make sense of Bohemias statement that all players render equally for everyone regardless of settings; but how does that work for those who play with poor settings where mountains in the far off horizon just dont render?
