Help please: COT not toggling on my local DayZ server (admin recognised, mods loaded, but toggle key does nothing)

I’m running a local DayZ server on my own PC for testing (just for myself). The server runs correctly and I can join it without problems, but Community Online Tools (COT) will not toggle on. Here is the full situation.
