Can't repair hunter vest and mountain backpack with duct tape

I'm a new player to DayZ (just a few weeks in), and I'm loving it. But I have a question about repairing items with duct tape. I just can't repair my hunter vest and mountain backpack with duct tape. Both items aren't ruined, mostly just worn. Also the duct tape is just worn.
