Are players more likely to drive around in vehicles on 1PP or 3PP?

I am NOT trying to spark a debate over which perspective is better…I’m simply wondering which one i should play if i want to run into more players driving around in vehicles. In my personal experience, I seem to see more people driving around on 3PP servers and my guess is that the third person perspective makes driving cars a little easier.
