Adding a second and third level to a gate?

Hi guys! How do you add a second and third level to a gate infront of a watch tower to close it in on all sides at the upper levels? I have a watchtower set up with four logs and three half walls so far on the second floor. But I cant get a prompt to add two more logs to the gate for a second story fence.
